One Nation One Ration Card (ONORC, वन नेशन वन राशन कार्ड) is the national system that makes NFSA ration cards portable. If you hold a ration card under the National Food Security Act, you can take your ration at any fair price shop (FPS) in India, not only at your home shop. You do not need a new card. You prove your identity with Aadhaar authentication on the shop's ePoS machine.

This page explains how ONORC works, based on the Government of India's PIB factsheet and other sources, and adds figures for Madhya Pradesh. It is an independent guide, not a government website.

What ONORC allows you to do

According to the PIB factsheet of 3 November 2021 (pib.gov.in), an NFSA beneficiary can:

  • lift full or partial monthly entitlement from any FPS in the country
  • use the existing ration card, after biometric or Aadhaar authentication on an ePoS device
  • leave the balance for family members at home, who can lift it on the same card

This is useful for migrant workers, students and families who move for work. A worker in Indore can take part of the family's grain there, while the rest of the family takes the remaining quantity in their village. Portability also works within a state, for example from one MP district to another.

PIB reported 24.32 crore portability transactions between 1 April 2020 and 30 September 2021. PRS reports that in December 2025, 0.5% of ePoS transactions were inter-state portability and 18% were intra-state portability, so most portability happens inside a state.

How to take ration in another state or district

  1. Check you have an NFSA card. ONORC covers NFSA cards: Antyodaya (AAY) and Priority Households (PHH). See ration card types.
  2. Make sure Aadhaar is seeded and e-KYC is done. A DFPD letter of 25 June 2024 says e-KYC can now be done at any FPS regardless of domicile.
  3. Find a nearby shop. The Mera Ration app shows nearby fair price shops.
  4. Visit the shop with your ration card number. Tell the dealer you want portability. The dealer enters your card number on the ePoS.
  5. Authenticate. Give your fingerprint. If it fails, ask about iris, OTP or face authentication where available.
  6. Collect and check the slip. Make sure the printed quantity matches what you were given.
  7. Complain if refused. Call 14445 or your state helpline.

If your shop's ePoS menu looks different, ask the dealer to use the portability option. The Food Minister told the Rajya Sabha in December 2025 that 100% of fair price shops are digitised.

Stay safe. Checking AePDS reports, Ration Mitra or your patrata parchi on official portals is free. Never share an OTP, your Samagra ID, Aadhaar or bank details with a caller or agent. This site never asks for them. MP helplines: 181, 1967 and 1800-3456-194.

Helpline 14445 and complaints

The Department of Telecommunications allotted the short code 14445 for ration card portability grievances (DoT). News reports from around July 2020 describe it as the ONORC beneficiary grievance line. For problems inside MP, the CM Helpline 181 and 1967 are also listed. See MP ration helplines.

Before calling, note the shop name or FPS ID, the date and what the dealer said.

Common problems

  • Dealer says "outside card not allowed": portability is enabled in all 36 states and UTs. Ask politely, then call 14445.
  • Fingerprint fails: see our e-KYC guide and the Mera eKYC face option.
  • Family at home got nothing: only the balance remains after you lift part. Check recent transactions in the Mera Ration app.
  • Card shows inactive: according to news reports, cards with no lifting for six months can be temporarily disabled under the TPDS (Control) Amendment Order, 2025 until verification.

Beware of agents who charge money to "activate ONORC". There is no fee and no separate registration card. Never share your OTP.

Frequently asked questions

What is One Nation One Ration Card?

It is the national portability system for NFSA ration cards. With your existing card, you can take full or partial ration from any fair price shop in India after Aadhaar authentication on the ePoS machine. Your family can lift the balance at your home shop on the same card. It began in August 2019 and now covers all 36 states and UTs.

Do I need a new card for ONORC?

No. You use your existing NFSA ration card. There is no separate ONORC card or registration fee. The dealer enters your card number on the ePoS and you authenticate with Aadhaar. Be careful of agents who ask for money to make a card portable, as this is not required.

What is the ONORC helpline number?

The national helpline for ration card portability is 14445, a short code allotted by the Department of Telecommunications for ONORC beneficiary grievances. In Madhya Pradesh you can also use CM Helpline 181 and the food helpline 1967 for problems inside the state.

Can my family take ration at home if I take ration in another city?

Yes. Under ONORC you can lift part of the family's monthly entitlement wherever you are, and the remaining quantity can be lifted by family members at the home shop. The Mera Ration app shows recent transactions so you can check how much has already been taken.

Does ONORC work within Madhya Pradesh?

Yes. Portability works between districts of the same state too. News reports from April 2026 say 18,55,554 families in MP used inter-district portability, which is far more than the number using it between states. You can take ration at any fair price shop in MP with Aadhaar authentication.

What should I do if the shop refuses my card from another state?

Politely tell the dealer that portability is enabled in all 36 states and UTs. If the dealer still refuses, note the shop name or FPS ID and the date, then call the national helpline 14445 or your state helpline. Do not pay any extra money to get your ration.
