"Ration card kaise banaye" (राशन कार्ड कैसे बनाएं) is one of the most searched questions in India. The honest answer is that it depends on your state. The National Food Security Act (NFSA) sets the national framework, but each state or union territory identifies eligible households, decides its own criteria and runs its own application system. Some states take applications online, some through local offices, and some through both.
This page explains the common steps and points you to the official list of state portals. It is an independent guide for Madhya Pradesh readers and others. It is not a government website, and we never collect application details, Aadhaar or OTPs.
First, understand who decides
According to nfsa.gov.in, NFSA covers up to 75% of the rural population and 50% of the urban population, in two groups: Antyodaya Anna Yojana (AAY) and Priority Households (PHH). The number of people each state can cover was set using NSSO 2011-12 data.
- States identify PHH families and notify their own inclusion and exclusion rules.
- Each state has a ceiling. Nationally, the maximum is about 81.35 crore persons. PRS reports that 80.6 crore had been identified by August 2025, leaving about 79 lakh slots vacant.
- Exclusion rules vary. Goa's published guidelines, for example, exclude households where a member owns a four-wheeler, is a government employee, or the electricity connection is above 4 kW.
So two families with similar incomes may be treated differently in different states. Read ration card types to understand AAY and PHH.
General steps to apply for a new ration card
- Find your state's official portal. Open the nfsa.gov.in Ration Card State Portals list and click your state. Our state portals directory also helps.
- Check eligibility. Look for your state's eligibility criteria on the portal or ask at the local food or supply office.
- Find out where to apply. Depending on the state, this may be an online form, a common service centre, or a panchayat, ward or supply office. Check the official portal or ask the office.
- Collect documents. See the list below, and confirm the exact list for your state.
- Submit and keep proof. Keep the acknowledgement or application number.
- Verification. Officials usually verify details, sometimes with a field visit.
- Track and follow up. Use the state portal or the office. If there is a long delay, use the state helpline.
Portal menus change often. If the form looks different from what you expected, look for options such as "New Ration Card", "Apply" or "Citizen Services" on the official state site.
Documents commonly asked for
The exact list is set by each state, and our sources confirm the list only for Madhya Pradesh. Items that appear in MP's official form and verification checks, and are commonly asked for elsewhere, are listed below; confirm the full list on your state's official portal or at your supply office:
- Aadhaar of all family members
- proof of the eligibility category or income, if your state asks for it
- bank account details
- a working mobile number
- any state family ID (in MP, the Samagra Family ID)
In MP, news reports say verification of new applicants checks Aadhaar, bank account, Samagra ID and mobile.
Nationally, the Aadhaar seeding rate of ration cards is over 99%, as the Food Minister told the Rajya Sabha in December 2025, so Aadhaar is effectively required in practice.
Madhya Pradesh: the confirmed process
In MP, families get an eligibility slip (पात्रता पर्ची) linked to their Samagra family, rather than a traditional booklet. The official form "राशन पात्रता पर्ची हेतु आवेदन" is submitted to the Gram Panchayat in rural areas or the urban body ward office in towns and cities. It asks for the Samagra Family ID and each member's Samagra ID, Aadhaar, mobile and eligibility category, with proof of category attached. The declaration says no member pays income tax or is a Class I, II or III government employee.
An online route through MP e-District or Lok Seva Kendra is mentioned by secondary sources but is not confirmed. Full details: MP ration card apply and MP eligibility categories.
New rules from 2025 that affect new cards
According to news reports on the TPDS (Control) Amendment Order, 2025, in force from 22 July 2025:
- new cards are to be issued on a first in, first out basis, with a real-time waitlist on state portals
- no separate ration card is issued to anyone under 18
- duplicate cards are to be disabled, with three months to prove eligibility
- e-KYC of eligible households is required every five years
The Gazette text itself was not retrieved, so check your state's notices for how these rules are applied.
Why applications get delayed or rejected
- State ceiling reached: new names may wait for a slot to open after deletions.
- Ineligibility flags: in August 2025, according to news reports, the Centre flagged over 1.17 crore possibly ineligible cardholders, including income-tax payers, four-wheeler owners and company directors, for state verification.
- Duplicate entries: a member already on another card must be removed from it first.
- Missing documents or mismatched Aadhaar details.
If your application is stuck, ask the office for the reason in writing, then use your state helpline. The official state toll-free list is on nfsa.gov.in. MP readers can see MP ration helplines.
Avoid agents and fake websites
- Do not pay agents who promise a "guaranteed" ration card. Eligibility is checked by officials.
- Apply only through your state's official portal or office, listed on nfsa.gov.in.
- Never share an OTP with anyone who calls about your application.
- No private website, including this one, can issue or approve a ration card.
Frequently asked questions
How can I apply for a new ration card online?
It depends on your state. Each state runs its own system, and some accept online applications while others use local offices. Open the Ration Card State Portals list on nfsa.gov.in, click your state and look for a new ration card or citizen services option. If you cannot find it, ask your local food or supply office.
What documents are needed for a new ration card?
The list is set by each state. Commonly asked items include Aadhaar of all members, bank details, a mobile number and category or income proof, but confirm with your state. In Madhya Pradesh, the official form asks for the Samagra Family ID, Samagra IDs of members, Aadhaar of all members and category proof.
Who is eligible for a ration card under NFSA?
NFSA covers up to 75% of the rural and 50% of the urban population in two groups: Antyodaya Anna Yojana and Priority Households. Each state identifies eligible families and sets exclusion rules, such as excluding government employees or income-tax payers. Check your state's criteria on its official portal.
How long does it take to get a new ration card?
There is no single national timeline. It depends on the state, verification and whether the state has reached its coverage ceiling. According to news reports, the 2025 amendment order requires new cards to be issued first in, first out, with a real-time waitlist on state portals.
Can I get a separate ration card for myself at 17?
According to news reports on the TPDS (Control) Amendment Order, 2025, no separate ration card is issued to anyone under 18. A person under 18 stays as a member on the family card. Once you turn 18, check your state's rules for creating a separate household card.
